Reporting to the Assistant Vice Chancellor for Human Resources, the Director of Talent Management and Professional Development will provide leadership on a district-wide basis for the College s Talent Acquisition, Employee Relations and Organizational Effectiveness and Development units within the Human Resources department. This position shall be responsible for managing and promoting district-wide recruitment, selection and retention efforts as well as driving performance management strategies that align with the mission, vision, core values and goals of the College. This includes, but is not limited to, overseeing the College s employee relations programs, policies and procedures. This position is also responsible for promoting and evaluating employee learning and development by supporting and applying the College s Expectations for Successful Leadership, which includes Open & Honest Communication, Fair, Reasonable & Consistent Policies, Procedures, Practices & Processes, Informed Decision-making & Planning, Accountability, and Leadership & Management.

**Duties and Responsibilities**
**Talent Acquisition**
+ Directs Talent Acquisition s Recruitment, Selection, and Retention strategies and staff
+ Oversees, analyzes, and monitors the effectiveness of recruitment and selection strategies
+ Provides guidance and direction to leadership and hiring managers regarding recruitment and selection processes
+ Directs the recruitment and selection processes to include verifying authorized vacancies, monitoring recruitment action plans, collaborating on outreach efforts, and advertising activities, offers of employment, and salary information
+ Collaborates with the Diversity, Equity, and Inclusion Officer on developing and implementing strategies to recruit and select a diverse workforce and to meet the staffing needs of the College
+ Directs the collection, analysis, and maintenance of data collected for targeted leadership development (succession planning)
+ Develops, implements, and maintains effective programs for workforce retention and succession planning
+ Directs Human Resources monitoring of the College s applicant tracking system
+ Prepares and presents required and requested reports
+ Performs other duties as assigned
**Employee Relations**
+ Leads Employee Relations and Performance Management strategies and staff
+ Reviews and recommends policy and procedure changes for efficiency and effectiveness
+ Provides guidance and consultative services to employees and supervisors related to employee relations and performance management issues
+ Collaborates on proactive approaches to conflict resolution, including oversight and participation in employee mediations, facilitations, and coaching
+ Manages and monitors the Exit Interview process to provide trend analysis and feedback toAVCfor Human Resources and College leadership
+ Maintains oversight of employee relations information, including confidential files and records and any disciplinary action
+ Collaborates on training supervisors on communication of expectations and feedback, crucial conversations, proactive conflict resolution, progressive discipline, personnel policies, and other employee relations issues
+ Directs the implementation and monitoring of the College s staff performance evaluation processes
+ Leads coaching and training for supervisors on developing and setting performance standards and conducting quality evaluations
+ Prepares and presents required and requested reports
+ Performs other duties as assigned
**Organizational Effectiveness and Development**
+ Directs Organizational Effectiveness and Development programs, strategies, and staff
+ Provides district-wide leadership and direction in the development of programs designed to enhance the personal and professional potential of all employees
+ Directs and oversees the district-wide organizational learning and development programs
+ Develops and implements employee recognition programs
+ Develops and implements a career development program to foster career growth opportunities
+ Collaborates with faculty and staff to design, develop, implement, and assess individual and organizational learning and training programs
+ Leads the development and implementation of learning strategies to align with the mission, vision, core values, and goals of the College
+ Prepares and presents required and requested reports
+ Performs other duties as assigned

**Supervision:**
The Director of Talent Management and Professional Development supervises professional level staff by prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; and making hiring, termination, and disciplinary recommendations.
**Job Requirements**
**Required:**
+ Bachelor's degree from a regionally accredited institution in Human Resources, Business Management with an emphasis in Human Resources, Organizational Leadership or related field **and**
+ Five years of related training and experience, including prior supervisory and management experience **and**
+ Strong expert knowledge of subject matters, high ethical standards, strong leadership ability and effective organizational skills **and**
+ Experience with PeopleAdmin and/or another Applicant Tracking System (ATS)
**Preferred:**
+ Master s degree in Human Resources, Business Management with an emphasis in Human Resources, Organizational Leadership or a related field
+ Higher Education experience
+ Certification in one or more employee and leadership assessment instruments DISC,MBTI,WSP
+ Certification in Crucial Conversations
+ Trained in Mediation/Conflict Resolution
+ SPHR/PHRcertification
+ Familiarity with Social Media Platforms
**Competencies** :
+ Knowledge of current principles, practices, and trends in leadership and management as they apply to employee and organizational development
+ Knowledge of the principles of strategic planning and goal setting, and the ability to implement them by the alignment of programs and the implementation of tactics
+ Knowledge of conflict resolution, mediation, andADRprinciples
+ Knowledge of principles of project management, business process analysis, and change management and the ability to successfully analyze, orchestrate, and lead change
+ Knowledge of managerial principles
+ Skill in directing and providing leadership to staff
+ Knowledge of recruitment, selection, and retention strategies
+ Skill in setting priorities, meeting deadlines, and managing multiple projects
+ Strong leadership skill
+ Ability to provide leadership and direction for long-range planning and design of employee and organizational development programs
+ Ability to integrate large-scale systemic change programs
+ Ability to keep abreast of current trends in technology applications
+ Ability to communicate effectively orally and in writing
+ Strong presentation skills
+ Ability to exercise sensitivity working in a diverse organizational structure
+ Ability to establish cooperative working relationships in the course of performing assigned duties
+ Ability to use diplomacy and tact in confrontational situations
+ Ability to train the trainer
+ Ability to effectively prepare a budget and operate within its constraints
**Licensure/Certification:**
+ Valid Arizona Driver s License or the ability to obtain by first day of employment
**Physical Requirements:**
Normal office environment, not subject to extreme variations of temperature, noise, odors, etc. More than half of time spent in office setting. Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Constant use of computer keyboard requiring eye-hand coordination and dexterity.
Incumbents may be required to travel.
