General Summary
Position works under minimal supervision of either the Construction Division Director or the Program Manager. This is the highest-level project manager position, and it is responsible for managing other Project Managers and administrative staff. This position
is typically assigned to large or multiple, highly complex projects and performs a variety of high level construction project management functions on all activities associated with assigned operations and construction projects.
Essential Duties and Responsibilities
+ Own the overall life-cycle management and coordination of the project and be the central point of contact for the Government.
+ Possess intimate working knowledge of the project requirements and be able to anticipate and control risks related to design, construction, outfitting and transition. Ensure adequate internal controls and review procedures
+ Perform construction and project management administration functions. Prepare and analyze project fund status reports, reviews billing procedures and contractual requirement submittals
+ Assist with the development, implementation and documentation of an effective quality control plan in accordance with the contract and SOW terms and conditions
+ Ensure Safety program is implemented for the site and be knowledgeable in all Federal and State safety requirements for the project location
+ Monitor project work plans designed to accomplish contractual objectives and provide direction and support for all level Project/Site Construction Managers
+ Work with corporate Scheduler and Lead Estimator as required to ensure project is delivered on-time and under budget
+ Develop agendas for both pre and post-job conferences
+ Develop visual presentations for meetings
+ Own the budgets and the integrity of contract pricing for assigned operations and projects
+ Assist in the analysis of new projects for consistency with proposals and negotiations. Reconcile inconsistencies between proposals and new projects and analyze the effects of proposed project changes. Provide management assistance with coordination and
negotiation of project changes
+ Prepare customer correspondence concerning project commitments, modifications and change orders
+ Keep compliant on Government regulations and commercial trends
+ Monitor the project progress toward achieving company affirmative action goals with the Corporate Human Resources Department. Ensure personnel actions within the project comply with wage and salary standards
+ Prepare and provide input to project both project and company budget requirements
+ Negotiate key agreements on all assigned projects
+ Provide direction on staffing related issues; approve all staffing requests, give final approval of new hires for assigned projects
+ Work directly with Corporate Human Resources regarding employee complaints, performance issues, salary increases and employee terminations
+ Oversee and maintain all employee training
+ Other duties as assigned
Knowledge, Experience and Skill Requirements
+ Bachelor s degree in Construction Management, Business Administration, Accounting, Engineering or a related field and ten years experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties
of the job
+ At least ten (10) years Project Management experience in healthcare or government construction industry preferred
+ Experience in coordinating transition space including staff moves and overseeing the installation of medical and specialty equipment
+ Understanding of the complexity of working in a hospital or clinical environment, including assuring life safety and infection control risks are always addressed
+ Highly experienced in Government contracting, general construction and financial administration
+ Knowledge of U.S. Government procurement regulations and labor laws
+ Must pass OSHA 10-hour safety course, OSHA 30-hour certification preferred
+ Must pass Corps of Engineers CQM class for contractors
+ Must pass ASHE HCC certification class
+ Excellent management and employee relations skills
+ Excellent verbal and written communication skills
+ Ability to handle sensitive and confidential matters
+ Ability to work independently and recommend solutions to problems
+ Knowledge of Microsoft Word, Excel, Access, PowerPoint and Projects
+ Superior attention to detail
+ Ability to work in a fast-paced environment while attending to multiple tasks and demands
+ Ability to travel 10-20% of the time
Work Environment
+ Occasional and/or light lifting required
+ Limited exposure to elements such as heat, cold, noise, dust, dirt, chemicals, etc., but none to the point of being disagreeable
+ May involve minor safety hazards where likely result would be cuts, bruises, etc.
